Ethics in public administration
Abstract
The article proposes to introduce the ethical dimension in the public function, with the purpose of improving the public service. The Spanish and Ecuadorian legislation is taken as a reference, and in a historical and comparative way we proceed to the analysis of the requirement of an ethical action in the public administration, and of the degree of involvement that must exist from the citizenship to the action of the public authorities. Concluding that the public sector has the obligation to be the exemplary image of society. The references that are brought from the literature regarding ethics and its influence on the behavior of public servants are important, and how this has influenced Ibero-American idiosyncrasy, and it proposes guidelines to follow when drafting a Code of Ethics in Public Administration.
