CONSTRUCTION OF A DECALOGUE OF PARTICIPATION AS A TOOL FOR DEMOCRATIC ACTIVATION. EXPERIENCE OF CUENCA
Abstract
In a context of demotivation and distrust of the institutional sector by citizenship, a strong political will to launch innovative experiences as the Participation Decalogue developed in the city of Cuenca in 2015-2016, can open ways of deepening democracy. This article describes the most important considerations that determined this consultation activity: in general, a methodological approach of this participatory tool and its usefulness for local public policy, and specifically the results of its application in the city of Cuenca. Finally, an approach is proposed to move towards a participatory process of the Participation Decalogue that legitimizes and proposes it to lay the foundations of the local participative regulation.
