Diseño de procesos de estrategia de servicios de TIC: El método DHARMA-PET

RESUMEN
El caso de estudio que se presenta en este trabajo ilustra el proceso de creación de un Plan Estratégico de Tecnologías de Información y Comunicación para una institución de educación superior de Cuenca (Ecuador). El motivo del proyecto surge de la necesidad de incorporar la tecnología para dotarla de agilidad y crear una ventaja competitiva en su nicho de mercado. Luego de un diagnóstico inicial, que se realiza con el fin de identificar las fortalezas, debilidades, oportunidades y amenazas del área de TIC de la institución, se continúa con la aplicación sistemática del método DHARMA y, complementado con dos fases adicionales, se propone un Plan Estratégico de TIC para la institución.

ABSTRACT
The case study presented in this paper illustrates the process of creating a Strategic Plan for Information and Communication Technologies for a higher education institution in Cuenca (Ecuador), where the motivation of the project is the need to incorporate technology to endow it with agility and create a competitive advantage in its niche market. After an initial diagnosis, which is carried out to identify the strengths, weaknesses, opportunities and threats of the ICT area of the institution, the systematic application of the DHARMA method is continued followed by two additional phases. As outcome, a Strategic ICT plan is proposed for the institution.
