Modelo de calidad para portales web universitarios del Ecuador. Estudio de casos
Abstract
ABSTRACT
University websites have become essential in making public and private higher education institution’s management transparent and in ensuring the quality of the services they offer. To reach these goals, web portals should consider a set of desirable features and attributes aimed to improve their quality. This research work proposes the use of an external quality model assessing the quality of the university’s web portal. The model is framed by the public policies of Ecuador such that it can be applied as either, a future development guide or to improve current quality services. A comprehensive bibliographic review of the most used quality models, both generic and specific to the domain, led us to the design of a hierarchical model formed by five main features: functionality, efficiency, usability, reliability and content. The latter has been structured to match Ecuadorian’s transparency rules on the presentation of public information and the quality policies of higher education. As test three web portals from accredited institutions (category “A”), currently offering both graduate and postgraduate programs, were selected and screened by the developed model. As a result, the obtained global quality preference (GP) indicator is: Marginal Acceptability, whose interpretation reveals that the evaluated web portals need to be improved.

RESUMEN
Los portales web universitarios se han vuelto imprescindibles para transparentar la gestión y asegurar la calidad de los servicios de las Instituciones de Educación Superior, por lo que al momento de desarrollar o mantener un portal es necesario pensar en una serie de características y atributos deseables que contribuyan a aumentar su calidad. El presente trabajo de investigación propone una herramienta útil para este fin, como es un modelo de calidad externa para portales web universitarios, contextualizado en la política pública del Ecuador, que sirva de guía para futuros desarrollos o para mejorar la calidad de los ya existentes. A partir de una revisión bibliográfica sobre los modelos de calidad más utilizados tanto genéricos como específicos al dominio, se diseñó un modelo jerárquico conformado por cinco características: Funcionalidad, Eficiencia, Usabilidad, Fiabilidad y Contenido. La característica Contenido se estructuró de forma que se enmarque en las exigencias de la normativa ecuatoriana para la transparencia de la información pública y el aseguramiento de la calidad de las Instituciones de Educación Superior. Para la aplicación del modelo de calidad se seleccionaron los portales web de tres Instituciones de Educación Superior que se encontraban acreditadas en la categoría A durante el periodo de estudio y que ofertaban programas de pregrado y postgrado, obteniéndose como resultado para las preferencias de calidad global (PG) un nivel de Aceptabilidad Marginal, cuya interpretación indica la necesidad de realizar mejoras en los portales web evaluados.
